“A consumer is any person who:

1. Buys any goods for a consideration which has been paid or promised or partly paid and partly promised, or under any system of deferred payment.

2. Hires or avails of any services for a consideration which has been paid or promised or partly paid and partly promised, or under any system of deferred payment.

In essence, the Consumer Protection Act, 2019, defines a consumer as an individual who purchases goods or avails of services for a price, including those who do so under deferred payment arrangements. It also includes beneficiaries of such goods or services if they are used with the buyer’s approval.
