Explanation
A member of the Union Public Service Commission (UPSC) can be removed from the office before the expiry of the term by the order of the President of India on recommendation of the Supreme Court.
Article 317 of the Indian Constitution deals with the removal of members of the UPSC. According to this article, a member of the UPSC can be removed from his/her office only by an order of the President on the grounds of misbehavior or incapacity. However, before such a removal can be made, the Supreme Court must conduct an inquiry into the charges against the member and submit its report to the President.
The inquiry is conducted by a committee of three persons, one of whom must be a sitting judge of the Supreme Court. The other two members are appointed by the President after consulting with the Chief Justice of India and the Chairman of the UPSC. If the committee finds the member guilty of misbehavior or incapacity, it submits its report to the President, who may then pass an order for the member's removal.
It is important to note that the removal of a member of the UPSC is a rare occurrence, and is only done in extreme cases of misconduct or incapacity.
