The second principle of rule of law according to Dicey relates to equality before law.

This means that no person is above the law and that every person, whatever be his rank or condition, is subject to the ordinary laws of the land and amenable to the jurisdiction of the ordinary courts. Dicey contrasted this principle with the French system of droit administratif, where public officials enjoyed special privileges and immunities and were subject to the jurisdiction of special administrative courts. Dicey argued that equality before law ensures the protection of individual rights and liberties, and prevents the abuse of power by the executive.
